A meeting of the Russian State Council Commission for Energy is planned as part of the ENERGOPROM Forum in 2026

The first part of the meeting featured an announcement of the Kazan International Electric Power Forum ENERGOPROM, including plans to hold a meeting of the State Council Commission for Energy as part of it. The head of the commission urged the regions to make active use of the forum as a platform to promote their products and find partners.

The day before, Moscow hosted the first meeting of 2026 of the Commission of the State Council of the Russian Federation for Energy, chaired by the head of the commission, Head of the Republic of Sakha (Yakutia) Aysen Nikolayev. The central topic of discussion was strategic approaches to improving the energy efficiency of the national economy. As was noted at the meeting, in 2025 the commission held 13 meetings at key industry venues across the country. A wide range of issues was considered, from the modernisation of the electricity grid infrastructure, the gasification of regions and the development of the natural gas vehicle fuel market to staffing for the fuel and energy sector. A number of the commission's initiatives have already been put into practice and reflected in regulations and in instructions from the country's senior leadership, including measures to support the coal industry.

The commission's work plan for 2026, drawn up with account taken of proposals from its members, has been agreed with the Ministry of Energy of the Russian Federation. Participants in the meeting paid particular attention to improving the energy efficiency of the economy. Despite the strategic importance of this area for the country's sustainable development, Russia still lags behind the global average rate of reduction in energy intensity.

The head of the commission noted that the state programme provides for a 35% reduction in the energy intensity of gross domestic product by 2035 against the 2019 level. The Energy Strategy of the Russian Federation to 2050 also sets targets for reducing the specific fuel consumption of electricity generation from 248 to 239 g of reference fuel per kWh, and for cutting losses in electricity grids from 10.1% to 7.3%. It was stressed that many regions are already implementing their own energy efficiency programmes within their powers and available funding.

“This topic is important both for the country as a whole, because it directly affects the competitiveness of our economy, and for every constituent entity, since for the regions it means not only savings in budget funds, but also lower utility costs for citizens and a better quality of life for the population”, said commission head Aysen Nikolayev. In his words, decisions must take account of regional specifics, including climate conditions and the sectoral structure of the economy. Analysis of these factors, the development of individual targets for the constituent entities, systematic work with regional teams and support from the federal centre will make it possible to accelerate progress towards the goals for reducing the energy intensity of GDP.

It is worth noting that the Kazan International Electric Power Forum ENERGOPROM will host a meeting of the Commission of the State Council of the Russian Federation for Energy devoted to the implementation of state policy on ensuring technological sovereignty in the energy industry and on the development of domestic power engineering manufacturing.
