Energy efficiency programme results and 2026 objectives discussed at the ENERGOPROM Forum

On 1 April 2026, the Kazan Expo International Exhibition Centre hosted a meeting of the Government of the Republic of Tatarstan, held as part of the Kazan International Electric Power Forum ENERGOPROM and devoted to the progress of the state programme "Energy and Resource Efficiency in the Republic of Tatarstan" in 2025 and the objectives for 2026.

The meeting was chaired by Prime Minister of the Republic of Tatarstan Alexey Pesoshin. It was attended by Deputy Minister of Energy of the Russian Federation Eduard Sheremetsev, representatives of federal and regional authorities, and heads of companies and organisations in the industry. The meeting reviewed the key areas of development of the power sector and of improving energy efficiency. A report on the development of the power industry and on energy and resource efficiency in the Republic of Tatarstan was delivered by Deputy Prime Minister and Minister of Industry and Trade of the Republic of Tatarstan Oleg Korobchenko. He presented the results of the state energy efficiency programme. The energy intensity of the gross regional product was reported to have fallen by 27% compared with 2007, while industrial output rose to 109.9%. Priorities include the modernisation of energy infrastructure, the development of high-efficiency generation, more efficient use of energy resources and the adaptation of the industry to new economic conditions. Power supply in the Tukayevsky Municipal District of the Republic of Tatarstan, including current problems and successful practices in resolving them, was covered by the head of the district, Kamil Nazmiev. He reported on the development of power supply and of the housing and utilities sector at the municipal level. The district maintains a high level of payment discipline (99.6%), and projects have been carried out to build more than 55 km of water supply networks and to expand gasification (coverage of 96.2%). Its objectives include the modernisation of infrastructure, the development of energy saving and greater reliability of electricity supply, including in horticultural non-profit associations, as well as work on initiatives for the safe use of gas equipment. Cooperation between the regional units of System Operator of the Unified Power System JSC and the executive authorities of the Republic of Tatarstan was described by the director of the Tatarstan Regional Dispatch Office of SO UPS JSC, Andrey Bolshakov. He addressed the reliability of the regional power system. Its installed capacity is around 8.9 GW, while consumption continues to grow steadily. The key role of cooperation between the system operator, government authorities and energy companies was noted: it ensures the stable operation of the power system, a rapid response to emergencies and effective planning of its development. Sergey Voropanov, Minister of Energy of the Moscow Region, presented the region’s experience of the digital transformation of energy and utilities management. The introduction of a unified dispatch infrastructure and of monitoring and analytics systems has reduced the accident rate, shortened response times and improved the quality of utility services. Particular attention was paid to the creation of digital platforms for managing utility providers and to greater transparency of their operations.

Eduard Sheremetsev, Deputy Minister of Energy of the Russian Federation, outlined the priorities for cooperation between the federal centre and the regions in the energy sector. The key areas identified were the development of energy infrastructure, greater reliability of power supply, the adoption of digital solutions and the implementation of strategic industry programmes. The importance of coordinating efforts at all levels of government for the sustainable development of the country’s power sector was emphasised.

The meeting noted that the industrial production index in the Republic of Tatarstan reached 109.9% in 2025, while the energy intensity of industry fell by 5%. Over the past five years electricity consumption in the region has grown by 16% to around 37 billion kWh, which calls for the further development of generating capacity and the modernisation of energy infrastructure. The priority objectives identified were: — more efficient use of energy resources; — the development of high-efficiency generation; — improved grid connection procedures; — the adoption of digital technologies in the management of the industry. Particular attention was paid to the development of the natural gas vehicle fuel market and to more efficient use of such fuel.

Summing up, Alexey Pesoshin stressed the need for continued systematic work to improve the energy efficiency of the economy and noted that energy saving remains one of the key factors in the sustainable development of the region. Following the meeting, a corresponding resolution of the Cabinet of Ministers of the Republic of Tatarstan will be adopted. As is customary, the meeting also included an awards ceremony for the winners of the republican competition for the best achievements in energy saving and energy efficiency in 2025.
